Senior Information Analyst – City of Vancouver

Main Purpose & Function
Reporting to the Director, Access to Information, (ATI), the Senior Information Analyst (FOI), is responsible for conducting and completing large, non-routine Access to Information requests with a high degree of complexity and confidentiality under the Freedom of Information and Protection of Privacy Act. The requests deal with sensitive and confidential documents and data that may include information relating to labour relations matters, high profile municipal projects, and intergovernmental and civic initiatives. The Senior Information Analyst must exercise a high degree of discretion when handling sensitive organization information as well as personal and third party business information.

Specific Duties & Responsibilities
This is a one year term position dedicated to a large and complex access to information request. The Senior Analyst is responsible for all related processes for the request, including record collection and compilation; line-by-line record review for exceptions and exemptions under FIPPA, consultation with subject matter experts as required and compilation of the final responsive record package and conveyance to the applicant. The ability to build and maintain a close, collaborative relationship with staff in the Access to Information group and associated City Staff is required.

Difficult or unusual problems or legislation matters are handled in a collaborative fashion between the Senior Analyst, FOI Case Manager and Director of Access to Information. Ensuring practices, methods and corporate responsibilities are maintained and in compliance with the Vancouver Charter, the Freedom of Information and Protection of Privacy Act and Corporate Records Management policy and procedures are the responsibility of this position.

Qualifications
Responsible for managing and completing FOI requests with a high degree of complexity involving a large number of records.
Conducts FOI file reviews of sensitive and highly confidential cases, i.e. labour relations matters, high profile municipal projects, and intergovernmental and civic initiatives.
Conducts line-by-line review of record(s) for exceptions and exemptions under FOIPPA; prepares fee estimates and notifications to third parties where required, and time extensions with the Office of the Privacy Commissioner where appropriate.
Analyzes the profile and sensitivity of the records; makes recommendations to the FOI Case Manager regarding the level of management oversight required prior to release of the file.
Coordinates the escalation process in conjunction with the FOI Case Manager, preparing and sending notices for review and sign off to progressively senior members of the City’s management structure, including, but not limited to directors, general managers, and the FOI Head.
Manages the process and progress of all assigned FOI requests ensuring statutory compliance with the provincial legislation.
Captures, tracks and communicates project decisions and timelines.
Prepares and organizes review materials for the Information and Privacy Commissioner of British Columbia, if required.

Education and Experience:
University graduation at the Bachelor’s level in an appropriate discipline such as business administration, information management, communications or an equivalent degree.
Three to five years of progressively responsible experience in access and privacy; a minimum of two years of municipal/public sector experience is preferred.
Formal training in access and privacy principles, i.e. Information and Access certificate or certification through a recognized professional organization such as the International Association of Privacy Professionals, (IAPP).

Knowledge, Skills and Abilities:
Demonstrates understanding of process management, investigation, research, analysis, and superior skill in the application of information and privacy principles
Demonstrates ability to exercise a high level of judgement and confidentiality when handling sensitive corporate and labour relations information
Demonstrates knowledge and understanding of the Freedom of Information and Protection of Privacy Act of British Columbia
Demonstrates superior ability to effectively communicate in verbal and written form
Excellent working knowledge of quality control and risk management principles
Excellent ability to manage a large, complex project on strict timelines
Excellent facilitation, persuasion, negotiation and problem solving skills.
Demonstrated proficiency with Adobe Acrobat pro or similar redaction tool set and the Microsoft Office Suite of products
Expert organization and time management; demonstrated ability to work well under pressure and meet tight deadlines.
Demonstrates ability to work effectively as a team member; superior interpersonal skills and a proven track record in dealing tactfullyand effectively with staff, the public and elected officials.
Ability to work independently and effectively with minimal supervision.
