About the Clean Air Council
The Clean Air Council (CAC) is a network of 30+ municipalities and health units from across Ontario. For twenty years, CAC members have been working collaboratively on the development and implementation of clean air, climate change, sustainability and resilience actions. The CAC is based on the premise that municipalities benefit from actions that reduce energy use, reduce emissions, make the movement of people and goods more efficient, and make communities more livable, competitive and resilient.
CAC members work collaboratively on agreed upon priorities. Members track, analyze and determine the outcomes of actions and bring together experts and practitioners to share experiences and lessons learned. There are many benefits to a collaborative approach to addressing complex issues. Having multiple jurisdictions at the same table enhances networking and the exchange of resources and information. It ensures that clean air and climate change efforts are not unnecessarily duplicated. Working together, Clean Air Council members achieve far more with fewer resources and reduced risk.
2. Evaluation Scope
We are seeking a third-party evaluator to design and implement a program evaluation appropriate to the scope, timeframe and goals of the project. The evaluator will develop and implement an independent and objective process to analyze the effectiveness of the CAC and the overall project activities, and how these have contributed to the advancement of climate action and sustainability in the CAC catchment area.
The scope of the evaluation project is to:
Develop an evaluation framework that includes:
a description of the key evaluation focus
a description of the methodology, instruments & tracking tools
a project ‘logic model’
a timeline for evaluation activities
Implement evaluation using the plan developed
Plan and participate in regular communication and meetings with the project team
Prepare a presentation of findings to the project team
Prepare a draft and final report at the conclusion of the project
3. RFP Logistics
To ensure a proposal in considered, please ensure it contains all information presented below
Proposed Project Plan – Include a proposed project plan, with timelines, that indicates project milestones and major steps to be taken from the start of the contract to the submission of final documentation.
Project Resources – This project is suitable for an individual consultant or small project team. Identify the range of services, qualifications and experience that will be brought to this project and outline their relevance to the scope of work requested, with specific reference to experience in program and project evaluations. Identify the consultant/lead consultant and provide a breakdown of qualifications for each member of the project team (if appropriate) and the estimated amount of time each resource will be dedicated to the project. Provide team résumés where appropriate.
References – Please supply three client references for your company or lead consultant, including the name and address of the reference and the name, title and phone number of the contact person. Describe how the services provided to these references are similar to the services proposed in response to this request.
Costs and Charges – This evaluation project should not exceed $10,000 CAD, plus HST. The proposed work plan must fit within the scope of this budget. Provide an all-inclusive fixed cost quotation in CAD for the project.
