BC Transit is a provincial crown corporation and coordinates the delivery of safe, reliable, cost-efficient and market-focused transit services in British Columbia outside of the Greater Vancouver region. Working in partnership with local governments and private companies, BC Transit provides direct services in fleet acquisition and management, contract administration, transit planning, marketing and financial services.
This position is based in Victoria which is located on the southern tip of Vancouver Island. Victoria (regional population 330,000) is the capital of British Columbia and a community of choice for many, due to our temperate climate, natural beauty and diverse economic opportunities. Victoria is an international resort destination with a transportation network that includes airport, helicopter and seaplane services, buses, ferry and cruise ships.
The role of the IT Program Manager is to plan, execute, coordinate and finalize IT projects according to strict deadlines and within budget. This includes acquiring resources and coordinating the efforts of team members and third-party contractors or consultants in order to deliver projects according to plan. The IT Program Manager must have strong technical skills coupled with business process and integrated systems experience. They will elicit, analyze, specify, and validate the business needs of project stakeholders, be they customers or end users. The IT Program Manager will also define the project’s objectives and oversee quality control throughout its life cycle. IT Program Manager is the focal point for all IT project/program related inquiries.
Key Accountabilities:
Define IT projects scope, goals and deliverables that support business goals in collaboration with senior management and stakeholders.
Engage with project managers and project sponsors to develop project scope and vision for all IT-related projects.
Interviewing stakeholders, as well as gathering and compiling user requirements to design integrated solutions for the organization’s various platforms
Effectively communicate project expectations to team members and stakeholders in a timely and clear fashion.
Design technology solutions to enable business integration requirements and processes
Liaise with project stakeholders on an ongoing basis
Set and continually manage project expectations with team members and other stakeholders.
Maintain a sufficient level of expertise with the organization’s current platform(s).
Maintain current knowledge of the rapidly changing technology market including; mobile applications and technologies, transportation systems
Ensure that IT projects adhere to the architecture standards created by the BC Transit IT department
Plan and schedule project timelines and milestones using appropriate tools.
Track project milestones and deliverables.
Determine the frequency and content of status reports from the project team, analyze results, and troubleshoot problem areas.
Define project success criteria and disseminate them to involved parties throughout project life cycle.
Develop and use standard templates to accurately and concisely write requirements specifications
Conduct project post mortems and create a recommendations report in order to identify successful and unsuccessful project elements.
Develop best practices and tools for project execution and management.
Coach, mentor, motivate and supervise project team members and contractors, and influence them to take positive action and accountability for their assigned work
Direct and manage BC Transit internal staff
Delegate tasks and responsibilities to appropriate personnel
Identify and resolve issues and conflicts within the project team
Proactively manage changes in project scope, identify potential crises, and devise contingency plans
Qualifications:
Degree in Computer Science, Business or related field
5 + years direct work experience in an IT Project Management capacity, including all aspects of process development and execution.
5+ years working in an enterprise level IT department
4+ years of experience in building and specifying mission-critical business applications
3+ recent years supervising technical IT and project staff
A firm grasp of IT technologies and concepts
Experience overseeing the design, development, and implementation of software and hardware solutions, systems, or products
Strong familiarity with project management software
Experience working in the transportation industry
Competent and proficient understanding of platforms, such as Oracle, Virtualization technologies, mobile technologies, Cisco networks
Familiarity with the ITIL Change Management standard
Experience in vendor and contract management
Experience with government procurement process
