Human Resources Officer, HR Generalist – Municipal District of Greenview – Valleyview, AB

Summary:

The Human Resources Officer, Administration is responsible for the planning, organizing, direction, control and evaluation of the operations of Human Resources. The Ideal candidate brings a high level of professionalism, high energy and a willingness to build and maintain strong relationships at all levels of the organization.

Supervisory Responsibility:

Supervise and provide guidance to Payroll & Benefits Coordinator.
Supervisory duties include training, budgeting, performance appraisals, coaching, and monitoring tasks.
Ensure all payroll and benefits remittances meet time guidelines.

Essential Duties and Responsibilities:

Major

Administration of on-boarding process for new hires across all Municipal District offices.
Development of new and maintenance of existing job descriptions to match grade structure.
Ensure adherence to overtime policy for reporting purposes.
Responsible for new employee orientations in order to foster positive attitudes toward Municipal District goals.
Act as liaison / resource person for personnel issues.
Administer employee annual leave entitlement, time in lieu, absence reports, holiday requests and other documents related to the personnel policies.
Identify staff training and professional development needs, and assist staff with the development of education plans.
Oversee performance management process and assist Managers and Supervisors in completing employee performance evaluations.
Prepare payroll and wage reports for management to review and utilize to manage wage budgets and staffing levels.
Promote team building with staff, Council and ratepayers.
Responsible for safeguarding all personnel files.
Prepare and review quarterly employee training and education reports for the CAO.
Prepare quarterly Human Resources reports for CAO.

Minor

Responsible for coordination of Years of Service awards and incentive programs for staff, Council, Board members and Fire Departments.
Plan and coordinate seasonal employee orientation week.
Assist with Human Resources inquiries.
Maintain current employee Drivers Abstracts.
Managing apartment rentals and lease agreements.
Conduct salary surveys within labour market to determine competitive rates.
Work in conjunction with the Health & Safety Officer to manage employee health and safety programs.

Occasional

Plan and assist with general staff meetings.
Assist CAO with staff Agreement.
Prepare budget of salary and wages for all departments.
Back up to Human Resources Officer, Recruitment and Retention.

Qualifications / Education / Experience:

To perform this job successfully, the individual must be able to perform the duties listed above to a high degree of quality, timeliness and precision.
Post secondary education in Human Resource management, or a combination of equivalent education and experience.
A minimum 5 years’ experience in Human Resources, preferably as an HR Generalist.
Certified Human Resource Professional (CHRP) designation would be an asset or a willingness to obtain.
Thorough knowledge of laws affecting Human Resource administration.
Thorough knowledge and understanding of payroll and employment legislations and regulations.
Having your PCP would be considered a strong asset for this role.

Skills Required:

Proficiency with Microsoft Word, Excel, PowerPoint, Outlook and Visio.
Ability to interact well with, and respond to inquiries from employees, Management, Council and Ratepayers.
Familiarity with Municipal finances and budgets would be an asset.
Excellent verbal and written communication skills.
Must be self-motivated, and able to work with minimal supervision.
Demonstrated management and organizational skills.
Must maintain strict confidentiality and a high level of trust and respect across the organization.
Ability to interpret, implement and adhere to organizational policies and procedures.
Ability to prepare complex reports and strong excel skills.
