GIS Developer / Analyst – Cowichan Valley Regional District

Position: The Information Technology Division of the Corporate Services Department is seeking a GIS Developer/Analyst to fill a regular part-time position. Reporting to the Manager, Information Technology Division and supervised by the GIS Supervisor, the GIS Developer/Analyst assists with delivering information technology to the Cowichan Valley Regional District (CVRD) with a focus on improving internal processes and data access through web mapping. The GIS Developer/Analyst publishes data to the ArcGIS server, creates and maintains customized GIS web mapping applications, assists with management of the corporate geodatabase and provides GIS products to stakeholders. The GIS Developer/Analyst also assists with providing complex GIS analysis using scripting.

Qualifications: Diploma or advanced diploma in GIS. A degree in geography (or a related field in Information Technology) is preferred. An equivalent combination of education, training and experience may be considered. A minimum of five years’ experience in developing web mapping applications preferably using ArcGIS Server, Geocortex Essentials and Geocortex Viewer for HTML5. Experience working in a local government is considered an asset. A valid Class 5 BC Drivers’ License is considered an asset. Knowledge of: enterprise geodatabase architecture, spatial data modeling, data normalization, and database systems that include SQL Server and ArcGIS Server; and of MS Architecture including IIS. Ability to: use web programming techniques, languages and programming tools; create and maintain web mapping sites, including customized tools &/or workflow reports; assist with the development and implementation of a local government GIS program; maintain accurate GIS program documentation; effectively train stakeholders in the use of GIS; establish and maintain courteous, tactful, diplomatic working relationships with other employees, general public, and regional Board members; and to communicate effectively both verbally and in writing including the ability to interpret and fulfill stakeholder requests. The successful applicant must have an acute attention to detail and be proficient with MS Windows and MS Office (Outlook, Word, Excel, Access, PowerPoint).

Hours of Work: The regular part-time position will work a minimum of 21 hours per week. This position may be converted to a full-time positon in the future. The successful applicant must be willing and available to work the additional hours if required.

Salary: This is a regular part-time union position (CUPE Local 358) with a salary range in three steps of $36.98-$38.07-$39.19 per hour (2016 wage rates).
