Director of Facilities / Transportation – School District No 34 – Abbotsford, BC

Under the general direction of the Secretary-Treasurer, the Director of Facilities and Transportation is responsible for all aspects relating to the administration of the district facilities, maintenance, planning, capital construction, custodial, transportation and information technology operations. The incumbent will exercise independence of action and judgment within the limits of established district and departmental policy.

Reporting and directly responsible to the Director of Facilities and Transportation are the Grounds/Maintenance/Fleet Services Manager, Manager of Custodial Services and Transportation Manager.

TYPICAL DUTIES

Under the general direction of and in consultation with the Secretary-Treasurer, the Director of Facilities and Transportation is directly responsible for the maintenance and construction of the district’s facilities. In addition, the incumbent is responsible for the following activities:

Responsible for comprehensive management of a planned maintenance program governing the structural and operating maintenance and repair of buildings, equipment and property; assist in the design of district facilities with the aid of architects and consultants
Assess requests for maintenance and construction projects for financial feasibility; work closely with regulating authorities concerning maintenance and construction projects
Responsible for liaison and control of maintenance contractors and consultants
Approves all capital construction (building) progress claims within contract guidelines
Construction includes all major and minor capital construction projects including acquisition, placement and relocation of portables
Monitors work in progress to ensure timely completion in accordance with established specifications and related regulations and codes
Plan, prepare, implement and monitor department budgets and expenditure approvals for Custodial, Maintenance and Transportation Departments
Delegate when appropriate, transportation (includes bus routing, daily dispatching and forecasting needs); mechanical (includes repair and replacement of all buses and maintenance fleet vehicles); custodial (includes overseeing all custodial needs of all the district’s buildings); maintenance (includes all buildings and grounds); support staff (includes planning, drafting, estimating and clerical support staff)
Plan, prepare and implement new and amended administrative (maintenance/construction) policies and procedures; maintain a thorough working knowledge of policies, procedures, regulations and legislation related to the position and operational/personnel policies, procedures and regulations of the district
Prepare and implement the department’s operational plan and participate in the district strategic planning process
Provide sound guidance and appropriate training to employees as required
Approve transfer, promotion and evaluation of operations management staff under his/her direction
Maintain a working knowledge of established computer systems, procedures and practices related to this position
Maintain a thorough working knowledge of applicable regulations, legislation and codes as they pertain to the district
Maintain confidentiality in all matters pertaining to the district and its operation.
Perform all related duties as may be assigned by the Secretary-Treasurer

QUALIFICATIONS

The successful candidate should possess a professional designation or will have completed a course of post-secondary studies in one of the areas of responsibility. In addition, ten (10) years management experience, with the last five (5) years in a senior management position in a related setting is desired. The successful applicant will have proven ongoing professional development, and must be able to establish and maintain effective work relationships and demonstrate skill and aptitude in dispute resolution. Considerable experience in construction/maintenance and project management is required.

The incumbent must have:

proven organizational abilities to plan and schedule work
a proven ability to express ideas effectively both orally and in writing; experience in the preparation of formal reports, oral/written presentations, statistical analyses
a proven ability to establish and maintain effective work relationships and demonstrate skill and aptitude in dispute resolution
considerable experience with and a thorough knowledge of applicable employment and industrial relations law
considerable experience and thorough knowledge of current employee benefit plans/programs and related statutory requirements
computer skills
the proven ability to make reasoned decisions, commit oneself to a course of action and accept responsibility; the ability to recognize the sensitive nature and impact of potential solutions on the organization and seek input from senior management as required; demonstrated willingness and ability to face sensitive employee relations situations and take the appropriate action
the ability to exercise considerable independent action in the performance of all duties
