Overview
Halton Region is situated on the northern shore of Lake Ontario and includes the City of Burlington, the Town of Halton Hills, the Town of Milton and the Town of Oakville. Halton is committed to meeting the needs of its residents through the delivery of cost-effective, quality programs and services, including water and wastewater; Regional roads and planning; paramedic services; waste management; public health; Ontario Works; children’s and seniors’ services; social/not-for-profit housing; heritage programs; emergency management and economic development.
Key Responsibilities
Reporting to the Commissioner of Social and Community Services, this role is responsible for the management and service delivery of cost effective employment and income security programs:
Provide strategic leadership in the efficient delivery and administration of all Employment and Social Services programs for the Region as provided through multi-site team-based locations.
Ensure appropriate provincial, regional and performance targets are met in accordance with funding and legislative requirements.
Monitor department expenditures and allocations to ensure all programs are operating within their prescribed budget.
Interpret program activity and identifies future needs and program directions.
Collaborate with community agencies and other levels of government in an effort to maintain effective community and program partnerships.
Responsible for leading and directing a diverse workforce ensuring a work environment that is safe, challenging and supported through the on-going development of an appropriate knowledge base.
Contribute as a member of the departmental senior management team and as a collaborative member of the Region’s senior management group.
Perform other related duties as assigned.
Qualifications/Preferred Background
University Degree in Human Services, Public Administration or Social Services.
10 years of related experience, preferably in a municipal setting.
Demonstrated strategic leadership in a senior level management position coupled with a proven ability to direct a large multi-disciplinary team of professionals in the operation of employment and social services programs.
A positive, results oriented senior manager with financial acumen and budgetary knowledge with demonstrated experience in building excellence and accountability into programs.
Understanding of relevant legislation including the Ontario Works Act and Ontario Disability Support Program Act along with associated regulations and guidelines.
Superior facilitation and communication skills along with the ability to engage, build and maintain positive relationships with stakeholders, all levels of management, front-line staff and provincial and federal officials is required.

Travel within Halton Region is required. Incumbent must supply own transportation.
