Job Summary
The primary purpose of this position is to assist the Manager of Payroll in ensuring the efficient and effective operation of all payroll activities.  This work has a high profile in that it affects all employees and involves in-depth knowledge of six collective agreements, along with management and management support policies, as well as tax regulations and the computerized payroll system in the production of payroll for multiple sites

This is specialized clerical work in the computation, verification and maintaining of salary, leave and related payroll records within Eastern Health.  Work involves performing complex salary adjustments and retroactive payments, calculating grievance settlements, reconciling benefit balances, and other duties.  This is a lead hand position and includes providing guidance to Payroll Clerk II’s in problem areas and situations not covered by established policies or procedures.  The work also includes performing quality assurance reviews, advising management of the results and recommending corrective action.  The incumbent will liaise with departmental and program managers providing advice and guidance on payroll procedures, and with Human Resources and other departments of Finance, as well as communicate with external agencies including Canada Customs and Revenue Agency, Human Resources Development Canada, Provincial Pensions, banks, unions and the Bank of Canada.  Involvement in committees and special projects is required.  Considerable initiative and independence is expected to be exercised in carrying out the duties of this position.

Occasionally required to bend and stretch while performing general office procedures (i.e. retrieve and return files, answering telephones, photocopying, etc.).
Visual concentration is constant while maintaining employee information in the payroll system, during data entry, while generating payroll data reports and researching documents and files.

Job Qualifications

High school graduation or equivalent.
Completion of a three-year business administration program specializing in Accounting from a recognized institution
Completion of the Certified Payroll Manager designation, supplemented by a minimum of five (5) years’ experience, within the last seven (7), working as a payroll clerk in a complex payroll environment is required.
A satisfactory record of work performance and attendance is required.
