Community Planner – District of Sechelt

Nature of the Position
The District of Sechelt requires two Community Planners to develop social, economic and environmental policies and lead community development initiatives consistent with the OCP, Council’s strategic plan and the District’s sustainability plan.

Essential Competencies
Applicants must have completed Grade 12 (or equivalent); an Undergraduate Degree in Planning (or a related field); a minimum of two years of experience in a planning position (preferably in Local Government); candidate membership or registered membership with the Planning Institute of British Columbia (PIBC); knowledge of the BC Local Government Act, BC Community Charter, Land Title Act, Strata Act, District Bylaws and other applicable provincial and federal acts; and hold a valid Class 5 driver’s license.

Other required knowledge, skills and abilities include:
Considerable proven academic and practical knowledge of principles, practices, and objectives of urban and regional planning with a focus on social, economic and environmental policy development
Proven research and statistical analysis capabilities
Ability to exercise sound judgment, creativity and balance in dealing with a variety of planning matters, and community development projects
Proven experience in dealing with land development issues, with particular emphasis on affordable housing and amenity contributions
Proven success in public consultation, community engagement and group facilitation
Excellent communication skills, both oral and written, which includes preparation of technical and administrative reports and experience in addressing public forums
Knowledge of federal and provincial legislation and programs governing land use planning, policy development, resource management, community and economic development
Conversant with local government practices and procedures
Ability to establish and maintain effective and cooperative working relations with other employees, professionals and the public as necessitated by work assignments
Ability to work cooperatively with stakeholders including the Sechelt Downtown Business Association, Accessibility Advisory Committee and other related stakeholder groups, etc.

Preferred Competencies
A Master’s Degree in Planning (or a related field) is preferred.

Working Conditions
This is a unionized position within the BCGEU and is open to both male and female applicants. Salary for the position is set at Grid Level 13, $34.80 – 38.68 per hour. Hours of work are Monday to Friday, 35 hours per week; however, flexibility is required to work evenings and weekends when required.
