We are a Regional District on the forefront of program development and service delivery in areas such as Regional Planning, Parks and Recreation, Environmental Planning – and Engineering Services. We’re seeking an Assistant Utilities Engineer who shares our progressive approach, and who wants to work, live and prosper in the beautiful North Okanagan.
Reporting to the Manager – Greater Vernon Water, the Assistant Utilities Engineer is responsible to assist in the efficient operations of Greater Vernon Water and other utilities or functions managed by the engineering department. This position provides technical support to a wide variety of programs and projects as assigned that include capital works, design and analytical studies, legislative work (i.e. bylaw development), program support (i.e. enforcement, dam safety, cross connection, development, etc.) or other special projects.
Duties and Responsibilities:
Review development applications, water service applications and agency referral requests for Greater Vernon Water and other RDNO engineering services and provide written and verbal responses detailing conditions, fees and requirements to proceed
Communicate with RDNO staff, developers, consultants, contractors, government staff and others to discuss programs and projects and provides direction and recommendations
Review, amend and provide approvals for developers’ engineering drawings, and associated project cost estimates, including bylaw fees and charges, latecomer charges and credits and manage warrantee periods and credit reductions as required
Prepare, update and maintain computer-based records, spreadsheets, databases, engineering and utility drawings, plans and other documents
Respond to public enquiries, respond to disputes and handle issues of non-compliance
Conduct field surveys, inspections and data collection to determine appropriate engineering service requirements and to assess, during and on completion of works, compliance with standards and specifications
Develop and/or review and recommend amendments to Greater Vernon Water and other RDNO engineering services bylaws, policies and procedures
Plan and/or design minor water infrastructure improvements, specify materials, provide cost estimates, acquire permits, coordinate works with member municipalities and oversee construction projects
Participate, assist in and/or manage the agriculture, enforcement, cross connection, dam safety, water quality or other operational programs in any of the utilities or functions managed by RDNO
Write reports, letters and memorandums as required
Prepare, review and evaluate Proposals (RFPs), Requests for Qualifications (RFQs) and/or Terms of Reference for hiring professional consultants for services related to the design, study or investigation of environmental, water supply or building infrastructure projects.
Assists with Capital Works and other projects as directed
Consult with landowners and legal counsel regarding the acquisition of statutory rights of way and lands required for various development works or capital projects
Assist with the development of annual capital and operating budgets

Undertakes emergency training and assists as directed in supporting the RDNO emergency response mandate. Duties assigned during an emergency may differ from regular duties
Completes work in compliance with safety policies and WorkSafe BC regulations
Participates in training and cross training

confidentiality regarding all information not already in the public domain and emanating from the Regional District’s affairs in any form
technical certifications to meet the requirements of the position

Knowledge, Skills and Abilities Required:
Bachelor’s Degree in Civil Engineering or a related field from an accredited technical institute with a minimum of two (2) years experience, preferably in the municipal water field.
Registered as an Engineer in Training (EIT) or Professional Engineer (P.Eng) with the Association of Professional Engineers and Geoscientists of BC. (or eligible).
Working knowledge of municipal water supply, distribution, operations, water disinfection and treatment processes for municipal water supply systems.
Understanding of the BC Drinking Water Protection Act and Regulations, Guidelines for Canadian Drinking Water and other documents that affect water quality and stewardship planning.
Understanding of enforcement, cross connection, dam safety, water quality and other operational programs of a water supply system.
Working knowledge of computer-aided drafting methods, practices and techniques.
Working knowledge of land surveying and engineering practices and procedures.
Working knowledge of construction practices for engineering projects.
Experience in the design and/or design review process an asset.
Demonstrated leadership capability.
Sensitivity, good judgment and diplomatic skills and the ability to mitigate conflicting perspectives.
Sound working skills in the use of Microsoft Office suite including Word, Excel and Access
Ability to use the ArcGIS platform and AutoCAD software.
Ability to interpret engineering, topographic and architectural plans.
Salary/Benefits:
This position offers an annual salary range of $58,797 to $64,824, as well as an extensive benefits package and compressed work schedule.
