POSITION OVERVIEW
This position performs high-level professional level accounting work and is responsible for the preparation of the City’s financial statements and reports. This position is responsible for the management of a complete set of accounts and reporting on PeopleSoft and related report writing systems. The incumbent ensures that all general ledger activity is accounted for accurately and timely, including interaction with the City’s departments and Corporate Finance. Examples of key work activities include:
Exercises considerable judgement in planning, installing, revising, and maintaining accounting procedures and the preparation of statements and reports.
Mentors and provides functional direction and orientation to financial accountants, financial analysts and various staff.
Reviews the general ledger to ensure that the proper analysis, interpretation, calculations and classification of transactions are affected.
Assumes responsibility for effectively researching, tracking, and resolving (or properly referring) accounting or documentation problems and discrepancies.
Oversees PeopleSoft Financials, Financial report writing system and assists in other Financial Systems.
Involved in PeopleSoft Financial upgrades and implementation. Works on other financial system upgrades and ensures that systems are fully integrated and is the lead contact with Information Technology Department and oversees financial information report writing systems.
Assists in monthly closing of the General Ledger and preparation of monthly financial statement package; serves as the PeopleSoft General Ledger subject matter expert.
Provides financial analysis, including discounted cash flow, net present value and internal rate of returns for special reports and analysis and provide modelling formulas, statistical and regression analysis, cost allocation models and consolidation accounting.
Researches and interprets existing and new accounting standards, documents and prepares flowcharts on accounting processes.
Stays abreast in his/her field, monitoring accounting standards for changes that may affect financial reporting and bringing these issues to the attention of management.
EDUCATION AND EXPERIENCE
Bachelor’s degree in Accounting or Business supplemented by a minimum of five (5) years of related experience as a Financial Accountant or Budget Analyst is required. A current designation from a recognized accounting program or enrolment at senior level (3rd or 4th year) in a recognized accounting program which leads towards receiving a professional designation is also required.
KNOWLEDGE, SKILLS AND ABILITIES
Ability to apply Generally Accepted Accounting Principles to ensure the integrity of the financial results.
Thorough knowledge of managing a complete set of accounts and reporting on PeopleSoft and related report writing systems.
Proven ability to deal with complex tasks that require strong analytical skills, problem-solving and a degree of decision-making that effect the integrity of financial statements.
Strong interpersonal, communication, organizational and time management skills.
Must possess an advanced level of MS Excel and PeopleSoft Financials.
Ability to establish internal control guidelines and procedures.
Ability to manage a complex workload with multiple initiative and pressure of deadlines.
Ability to analyze, summarize and make recommendations to senior staff.
Experience in the public sector is an asset.
Ability to successfully pass a Police Information Check (PIC) for the financial sector.
