Orion Group is currently recruiting for the position of Project Cost Estimator in Halifax, NS (Residents and Locals preferred).
Position:
Title: Project Cost Estimator
Department: Operations Technical – Projects
Location: Halifax, Nova Scotia
Reports To: Project Business Lead
Role Statement:
The Project Cost Estimator provides direct support to the Project by preparing the Project Cost Estimate and evaluating the information for completeness and accuracy.
Key Responsibilities:
Works with individual technical leads and heads the development of the Project Cost Estimate.
Establishes appropriate estimating tools and processes suitable for the Project.
Applies standard Company practices and industry norms.
Works with Technical Leads to obtain cost input data for Estimate.
Evaluates quality of cost input data based on a number of factors, including (but not limited to) work scope definition, benchmarking / historical norms (both in local area and globally), quoted pricing vs assumptions, etc.
Determines appropriate contingency for elements based on known vs assumed data.
Develops project spend profile based on input from Planner and Technical Leads, and using standard company and industry practices.
Completes additional estimate-related Project deliverables, eg. Estimating Basis Memorandum, Estimate Confidence Package, etc.
Develops materials to communicate costs (including input, opportunities, and vulnerabilities) to project stakeholders in a clear and concise manner.
Supports the Project Cost Analyst as required in preparation of Cost Reports and tracking.
Skills, Experience and Qualifications:
University degree in Engineering or Business Administration, or a technical certificate in Construction Management, or equivalent project experience.
A minimum of ten years of directly related estimating experience (emphasis on major projects) in the upstream oil and gas industry.
Strong communication, presentation and interpersonal skills to interact effectively with a variety of stakeholders.
Strong orientation towards and appreciation of the importance of business systems and processes.
Advanced level proficiency in project planning and cost estimation, execution, scheduling, and project controls (including strong analytical skills).
