Payroll Manager

The City of Coquitlam is seeking an experienced Payroll leader to join our Finance team.  Reporting to the GM, Financial Services, the Payroll Manager will manage a team of payroll professionals to ensure the effective delivery of payroll services in an accurate, efficient and timely manner. The Payroll Manager is tasked to implement and co-ordinate the payroll plans and activities, ensuring compliance with strict deadlines and according to Company policies and legislative requirements.

Major Responsibilities:

Motivate, lead and manage the payroll team to ensure the most efficient day-to-day operations and customer service.
Acts as a citywide champion of the payroll system
Develop, communicate and train on policies and procedures as required.
Ensure cross training takes place to provide appropriate backup and support effective resolution of issues.
Ensure metrics are in place to measure the results of the payroll team.
Review and approve all payroll processing schedules and timetables.
Ensure consistent audits of the payroll processing to ensure data integrity and controls are maintained.
Manage the production of all payroll yearend activities.
Review payroll processes against industry best practices; enhance processes with a focus on continuous improvement of departmental effectiveness.
Provide guidance as necessary to the payroll team.

Qualifications:

University degree in business or accounting (or equivalent experience) and completion of the Canadian Payroll Manager (CPM) Association Designation.
7-10 years of progressive experience, including a significant time managing employees performing transaction-based work as a Payroll Manager is preferred.
Comprehensive knowledge of all payroll legislative requirements.
Ability to effectively manage change in a fast-paced, dynamic environment, prioritize, analyze and problem solve complex payroll issues and technical problems.
Advanced experience with Microsoft Excel, Payroll and Human Resources Information systems.
Familiarity with PeopleSoft applications within a municipal, unionized environment is preferred.
