The Town of Norman Wells is seeking an experienced, dynamic and progressive leader to serve as Director of Finance.
Norman Wells is a small close knit community with spectacular scenery situated on the Mackenzie River near the Arctic Circle in the Northwest Territories. Norman Wells boasts an astounding range of recreational opportunities, a supportive business climate, K to 12 schooling with a number of educational and training opportunities. The community has a population of about 800 with a wide variety of businesses supporting a resource based town with oil production facilities. Scheduled daily flights from Calgary, Edmonton, Yellowknife and Inuvik serve Norman Wells which in turn serves as a hub for flights to other local communities.
The Director of Finance is responsible for planning, directing and controlling financial operations for the municipality by following municipal policies and procedures and in accordance with Federal and Territorial legislation.
The Director of Finance reports directly to the Senior Administrative Officer and is responsible for managing financial functions. This includes preparing the budget; conducting financial analysis and preparing financial reports; developing and implementing an effective system of accounting; managing the payroll system.
Education and Experience:
A professional accounting designation (CPA, CA, CGA, CMA)
Five years of demonstrated senior management experience, preferably in a municipal setting
A minimum of four years directly related experience in budgeting and financial planning, cash management and investments, accounting and auditing, and administration
Competent working knowledge of MS Office suite and other computer software
Skills and Abilities:
Effective leadership, team building, and supervisory skills, with a commitment for continuous improvement
Ability to effectively plan, direct, coach and mentor staff
Possesses sound knowledge of the Municipal Government Act, particularly related to Financial Administration, Assessment of Property,
Taxation, and Liability
Demonstrate strong interpersonal, oral and written communication skills with attention to detail and accuracy
High degree of personal initiative, integrity, professionalism and political sensitivity
The successful candidate will receive a highly competitive salary with an excellent benefit package. Starting salary will depend on compensation history and qualifications.
