BC Transit coordinates the delivery of safe, reliable, cost-efficient and market-focused transit services in BC outside of the Greater Vancouver region. Working in partnership with local governments and private companies, BC Transit staff provides direct services in fleet acquisition and management, contract administration, transit planning, marketing and financial services. BC Transit is a provincial crown corporation.
This position is based in Victoria which is located on the southern tip of Vancouver Island. Victoria (regional population 330,000) is the capital of British Columbia and a community of choice for many, due to our temperate climate, natural beauty and diverse economic opportunities. Victoria is an international resort destination with a transportation network that includes airport, helicopter and seaplane services, buses, ferry, cruise ship and passenger train service.
Reporting to the CFO, the Director of Finance plays a major part in realizing a new vision for a fast paced, integrated Transportation Company. This role brings leadership to every facet of financial management – guiding and directing the team in accounting, treasury management, internal control and reporting and analysis. This position will oversee the Accounting department within the Finance Division and will collaborate significantly with budgeting and forecasting, risk management, revenue management, asset management, corporate procurement and supply chain management.
Key Accountabilities:
Provides strong direction and clear leadership to the Finance Department, communicating and demonstrating the organization’s vision, mission, values and goals and ensuring understanding and alignment of activities and staff with those guidelines.
Oversees the functions of Accounting Services, Treasury and Cash Management and Capital, ensuring each function is appropriately organized, resourced and managed to fulfill its responsibilities to the organization.
Formulates and recommends an annual plan for the department within the context of the Annual Service Plan which set out the vision of the department, identifying the critical issues to be addressed in achieving the vision, and establishing short, medium and long-term objectives, strategies and plans.
Prepares monthly, quarterly and annual analysis of the progress made in addressing the issues and achieving the objectives established in the plan.
Sets out the rationale for variances and recommends appropriate mitigation strategies where necessary for the remainder of the year.
Develops and manages a highly effective, productive, and motivated team in an open-door culture of collaboration and mutual respect, aligned with BC Transit’s strategic and operational objectives.
Oversees the selection, training, motivation and performance management of all employees in the department.
Ensures the establishment of a clear definition of responsibility for each employee, the ongoing management of staff, and ensures each employee receives both ongoing and annual evaluations of performance.
Supports and participates in the development and implementation of the BC Transit Financial Plan, including the annual operating and capital budgets and financial forecasts that reflect the objectives, plans, and priorities established in the strategic plan.
Provides leadership and support to other BC Transit divisions in the preparation of forecasts, operating, capital and project budgets for relevant areas of responsibility, and supports these divisions in fulfilling their financial and operational management responsibilities.
Ensures integration of cross-departmental and subsidiary impacts. Leads a process to ensure monthly and quarterly analysis and reporting on financial results, variances and risks.
Supports the organization by providing analytical support and by tracking, analyzing, and managing a broad range of management and operational information.
Works closely with management to ensure that critical financial reports and analyses required is available for the effective development and implementation of business plans.
Works with management to monitor key business indicators to make more informed business decisions.
Provides leadership and oversees the performance of the accounting team to ensure the delivery of all accounting functions including banking arrangements and documentation for BC Transit and subsidiaries; reconciliation of BC Transit monthly statements; financial accounting and reporting in accordance with GAAP and corporate policies.
Ensures coordination of annual financial audit; liaise with external auditors; management of accounts payable and receivable functions; maintenance of systems and procedures to support accounting and cash management functions.
Oversees the fixed asset accounting system, and ensures BC Transit compliance with all provincial and federal legislated
reporting requirements.
Ensures the Finance Department is organized and resourced to perform treasury and cash management functions and meet all
fiduciary responsibilities.
Develops and maintains a strong service orientation in the department by ensuring open and effective two-way
communication between the department and the other BC Transit departments and subsidiaries.
Anticipates needs, and provides analytical support to other departments as required to ensure coordination and integration of
special projects, partnerships and programs.
Ensures timely and appropriate response to Freedom of Information (FOI) requests for financial information.
Manages the activities of the external auditors. Responsible for developing an audit plan.
Presents reports to and provides support for the Audit, Finance and Risk Management Committee of the Board and the Victoria
Regional Transit Commission in an effort towards building strong credibility.
Manages all financial reporting relationships with the Ministry of Transportation, the Office of the Comptroller General of
British Columbia and Treasury Board.
Builds and maintains strong relationships with local government partners and private operating companies.
Education and Experience:
As the ideal candidate you will have an undergraduate degree combined with a professional accounting designation.
A track record of success as a Corporate Controller, Director of Finance or in a similar strategic financial planning role in a complex organization. Requires an in-depth knowledge of public sector (PSAB) accounting, as well as an understanding of public/private sector partnerships. Strong leadership and communication skills.
